Before you register any property in the capital, one number decides your minimum tax outgo: the circle rate in Delhi. Get it wrong and you risk under-valuation notices, extra stamp duty, or an unexpected income-tax bill. This 2026 guide explains what the circle rate is, how to calculate it step by step, the category-wise rates, and the latest rule changes you need to know before you sign.

What is the circle rate in Delhi?

The circle rate in Delhi also called the ready reckoner rate or collector rate is the minimum value fixed by the government at which a property can be registered in a given area. It exists to curb under-valuation and black money in real estate deals.

The golden rule: stamp duty and registration charges are always calculated on the higher of the actual transaction price or the circle-rate value. So if you buy a flat for ₹80 lakh but its circle-rate value works out to ₹90 lakh, your duty is charged on ₹90 lakh.

Delhi’s category system: A to H

For valuation, Delhi’s localities are grouped into eight categories, A through H, based on infrastructure, amenities and locality profile. Category A covers the poshest colonies; Category H covers the least-developed pockets.

The most important 2026 update

For nearly four years, Delhi allowed registration at a 20% reduced circle rate (a pandemic-era relief). That rebate ended on 31 December 2025. From 1 January 2026, full 100% circle rates apply effectively raising the minimum registration value (and therefore stamp duty) by about 20% versus 2025.

How to calculate circle rate in Delhi: step by step

Step 1 — Identify your locality’s category (A–H). Find which category your colony falls under; this fixes the base per-square-metre rate.

Step 2 — Note the applicable rate and your area. Get the notified rate per sq m and your plot/built-up area (convert from sq ft or gaj if needed: 1 sq m ≈ 10.76 sq ft).

Step 3 — Apply the use-type factor. Residential is the base. For other uses, the land rate is multiplied commonly around 3x for commercial and 2x for industrial or public-utility use. (Multipliers change with notifications, so verify the current factor.)

Step 4 — Add construction cost for built-up property. For an independent house or plot with construction, the circle-rate value = land value + construction value: Land value = plot area × land circle rate Construction value = built-up area × minimum construction cost per sq m Age of the building can reduce the construction component.

Step 5 — For a flat, use the flat rate directly. Flat value = built-up area (sq m) × applicable circle rate per sq m for that unit size

Step 6 — Compare with your actual price. Duty is charged on whichever is higher.

Worked example

Say you’re buying a 100 sq m residential plot in a Category C area at ~₹1,59,840 per sq m:

Circle-rate value = 100 × ₹1,59,840 = ₹1.59 crore

If your agreed price is ₹1.70 crore, stamp duty is charged on ₹1.70 crore (the higher figure). If it’s ₹1.50 crore, duty is charged on the ₹1.59 crore circle-rate value.

Delhi’s lower rate for women is a deliberate incentive to encourage female ownership. Rates can vary for specific cases, so confirm the exact slab at registration.

Don’t ignore the income-tax angle

There’s a trap buyers miss. If you buy more than 10% below the circle rate, Section 56(2)(x) treats the gap as your “income from other sources,” taxed at your slab rate. Similarly, a seller pricing below circle rate can be hit under Section 50C for capital gains. The safe zone: keep your transaction value within 10% of the circle rate.
